DECISION OF THE BOARD

1. Masino Pereira is serving a life sentence imposed on 10 September 2004 for the dreadful murder of a woman. It arose out of obsessional, jealous behaviour relating to a different woman, from his victim.  His pattern of violence towards females was by that time very obvious.

2. He attributed his crime to intoxication and still attributes it to that cause. But his violence over a significant period has not only been a result of intoxication.

3. The Board last saw him on 5 October 2015 when he was in self care in (withheld) Prison and working (withheld).

4. His proposal was then that he live in the (withheld) area where he had a supportive family.  That was not considered by the Board suitable and that remains the case.  He must understand that because his victims family reside in that area, any release proposal will require accommodation outside of (withheld).

5. Mr Pereira does not have a viable release plan at present. For that release alone, he cannot be released on parole.

6. Furthermore, he needs to continue with intensive one to one psychological treatment. Following upon the Board’s last recommendation, he commenced this earlier this year. Although there was a temporary cessation, it has now recommenced.  He is having one to one interventions weekly over the past two or three months.  It is imperative that this continue.

7. The psychologist’s report recommends that individual domestic violence counselling remains valid.  He has no current release plan, requires further treatment interventions.

8. Until he is next seen he should continue with treatment and work with his case manager on developing a sound robust and acceptable release plan, including accommodation that Community Probation approves.

9. Parole is declined.  He will be seen again in approximately 11 months’ time, that is, in the week commencing 21 August 2017.
