DECISION OF THE BOARD

1. Timothy Taylor is serving a life sentence imposed in 2002 for the murder of a young woman named Lisa Blaikie.  The Court of Appeal upheld his conviction on 4 May 2005.  He has a significant criminal history involving dishonesty as well as rape of a female in 1986.

2. His parole eligibility date was 24 February 2012.

3. Mr Taylor was last seen by the Board on 5 February 2015 when parole was declined.  Unbeknown to the Board at that time, (because he did not disclose it) he had been involved in attempted introduction of contraband into Prison.  Subsequently in October 2015, he then brought other contraband into the Prison environment for which he incurred a misconduct and a 28 day forfeiture penalty.  He appealed against the disciplinary sanction but eventually withdrew it.

4. He has, today, acknowledged that he was involved in the introduction of contraband and admits that this misconduct is a significant setback in his progress in Prison.

5. Through his counsel [Withheld], he does not seek parole today and puts the setback down to a weakness involving, “bad decision making.”  \

6. Mr Taylor has a RoC*RoI of 0.76879 and has a very significant way to go before he could be eligible for release.  He has aims eventually to put forward a release plan involving the [Withheld] but that is a long way off.

7. He is described in the psychologist’s report as being of high risk of general offending involving criminal attitudes, violence, substance abuse and gang relationships.

8. Mr Taylor will need to demonstrate over an extended period, sound good behaviour so as to become eligible again for placement in Self Care and thereafter, any other reintegration activities that Prison management see as suitable.

9. Parole is declined and Mr Taylor will be seen again later this year in the month of December before 31 December 2016.
