DECISION OF THE BOARD

  1. Fergus Glen is serving a life sentence imposed on 21 November 2003 for the crime of murder in inexplicable circumstances. He killed his sleeping brother. His parole eligibility date was 7 March 2013 and he has been seen for parole on frequent occasions since then.
  2. When last seen by the Board on 3 May 2017 it noted that he was in self-care and had completed one-to-one psychological treatment. He had a pathway identified as proceeding to release to work. Since then he has engaged in release to work and continued with reintegration activities including a short number of guided releases.
  3. He is a compliant prisoner and in many respects might meet the criteria for release on parole. However he wishes to continue with release to work, he says over a period of 12 months, so as to acquire more solidified financial support for his release into the community.
  4. He has a good report from his release to work employers. His only real support in the community seems to be his mother who is aged 78, and whilst he has opportunity of [withheld] accommodation he needs to build a stronger degree of community support. There is work to do on his part in planning for his eventual release which we think might entail a period of six months work but not the 12 months that he has indicated.
  5. For the moment however, he needs to build further support and plan for eventual release and parole is declined.  He will be seen however in six months time, which is in the week commencing 19 November 2018.
