DECISION OF THE BOARD
- Anthony Noel Kloosterman is 32, he is scheduled to make his first appearance on a sentence of five years 10 months for remaining after a burglary, threatening to kill, wounds with intent to GBH, contravention of protection order, excess breath alcohol, and breach of supervision.
- The victim of Mr Kloosterman’s violence was his ex-partner, who ended their relationship in 2017 after he seriously assaulted her. The Court issued a protection order in June 2019 in favour of the victim and her children.
- Mr Kloosterman was on a bracelet for contravention of the protection order and breach of bail, he took the bracelet off and stole a car and drove to the victim's address in [withheld]. He took back roads to minimise the risk of interception by police. There were complaints to the police about his behaviour and driving from members of the public, and at one point, members of the public tried to take his car keys off him.
- At 7.30 in the morning, Mr Kloosterman arrived at the victim's address, he attacked her, he punched her, and he armed himself with a knife and a rolling pin. Mr Kloosterman forced the victim to make a phone call to Corrections, he kicked her in the lower legs [withheld] and then he punched her and threatened her with a knife. Mr Kloosterman struck the victim with a rolling pin, [withheld]. In response, Mr Kloosterman threatened to bring a gun and blow away the victim. [withheld], another family member intercepted.
- The victim managed to call the police, Mr Kloosterman tested 594 on a breathalyser, he admitted the offending. He said next time it will be worse, that he will end up killing her if this carries on.
- Mr Kloosterman’s offending history includes but is not limited to; offensive behaviour, violence, excess breath alcohol, wilful damage, burglary, fraud, disqualified driving, breach of community-based sentences and bail, and contravention of protection order.
- Mr Kloosterman’s RoC*RoI is .55592, his parole eligibility date is 30 October 2024, his statutory release date is 29 September 2027, he has three years remaining on his sentence. Mr Kloosterman is on the Victim Notification Register. His classification is low, and the Parole Assessment Report said that he is compliant and friendly in the wing. There are no management issues.
- Mr Kloosterman has waived his right to appear before the Board, he said: "I am not seeking release and I'm not prepared to fulfil the prerequisite criteria to have myself in a position of eligibility". Mr Kloosterman also wrote a letter to the Board [withheld].

- The Parole Assessment Report says Mr Kloosterman is waitlisted for the Special Treatment Unit Programme for Violent Offenders and is doing some self-directed learning. He is working outside the wire, and he had a comprehensive assessment for alcohol and other drug treatment on 5 September 2024. He is waitlisted for the Dependency Treatment Programme.
- It is unfortunate that Mr Kloosterman chose not to appear before the Board. We would have liked the opportunity to discuss with him the best way forward, and to hear from him in person the remorse he alleges, and his feelings about the victim’s submissions.
- We are concerned that Mr Kloosterman engaged in extremely violent offending and told the victim that next time it would be worse, and yet he discloses apparent regret to the Board and the Department. We consider we would benefit from a comprehensive assessment of this man.
- We hope that Mr Kloosterman will engage with a psychologist for as assessment, but as he has waived his right to appear before the Board, we do not know for sure that he consents to that. However, given his apparent remorse and wish to better himself, we are going to assume that he will demonstrate genuine intent by cooperating with a psychologist. On that basis we are asking a psychologist to comment on Mr Kloosterman’s risk, to comment on what treatment he requires, to comment on Mr Kloosterman’s release proposal, and to make any recommendations.
- We will see Mr Kloosterman again in March 2025.
