DECISION OF THE BOARD
- Ross Douglas Browne was sentenced to seven years one month imprisonment for indecent assaults on a boy between 12-16 (x 14), indecent assault on a man/boy over 16 years, indecent assault on a boy under 12 (x 3), unlawful sexual connection male 12 to 16, induce/permit boy under 12 to do indecent act, possession of objectionable publication with knowledge (child exploitation material). Mr Browne’s sentence commencement date was 2 December 2021, his parole eligibility date 13 April 2024 and statutory release date, sentence end date 5 January 2029. This is Mr Browne’s first appearance before the New Zealand Parole Board for consideration of parole.
- The Board has not been provided with the sentencing notes from the High Court. Mr Browne received a cumulative sentence of imprisonment.
- Mr Browne has not incurred any incidents or misconducts and there are no issues with his conduct in prison.
- The Board has had the benefit of Counsel’s submissions. Mr Browne does not seek release on parole today.
- With the agreement of Mr Browne and Counsel, the Board requests a psychological report as to Mr Browne’s risk, rehabilitative options and reintegration and release plans.
- Parole is declined as Mr Browne will be further considered for parole in September 2024 when it is expected the psychologist report will be provided to the Board.
