DECISION OF THE BOARD
- Mr Ratana, who is 38 years of age, was sentenced to 16 years and six months' imprisonment for unlawful sexual connection with a female under 12 years of age and manslaughter. Prior to that he had five pages of convictions, including breaches of court orders, protection orders, assaulting (mostly his partners, but also the police) and traffic offending.
- We last saw him in August 2023. His security classification was then high. Today it is low/medium. His behaviour at that stage had been poor. He was waitlisted to do the Child Sex Offender Treatment Programme and the DTP. His RoC*RoI was 0.69, his ASRS 3. Over the last few years his security classification has remained at low/medium. He has had 18 positive file notes and 19 negative file notes identifying aggressive and threatening behaviour. He was relocated from the Maori focus unit because of consistent, aggressive, non-compliant behaviour. He had been storing items that he was not allowed.
- He has now completed the six-month Drug Treatment Programme. So he is now eligible to be considered for the Child Sex Offender Treatment Programme. There is some uncertainty about whether he is going to do one-on-one work with the psychologist or the full Child Sex Offender Treatment Programme. We proceed on the basis that the most likely programme is the Child Sex Offender Treatment Programme. The May 2025 intake is full, and so he will have to complete the programme starting later in 2025.
- He does not have any accommodation to be released to. We think it will take at least 18 months for him to get on the programme and complete it and come back to the Board and report on his progress.
- We will see him again in September 2026. We note that today, Mr Ratana filed a waiver indicating that he was not interested in appearing before the Board.
